For quite some i tried to find a way how to stop my screen (and projector) turning off during movie playback every 10 minutes. also i'm using the latest standard kubuntu, various googled solutions didn't help.
Now i found the solution: i added a 'xset s off' line to /usr/bin/startkde init script and everything is great now.

I was having the same problem but I solved with another method. I'm not sure if this works for everyone though.
Since KDE 4.8 you can go to System Settings > Power Management > Activity Settings. Then choose the a specific activity (in my case I have a "Movies" activity), and choose the option "Define a special behavior". When you select that, you get 3 new checkboxes and selecting the first ("Never shutdown the screen") fixes the problem for me.
The advantage of this method is that it can be applied to a specific activity only.
vlc should just handle kde power management like dragon player does.
as wazyk says, the correct solution here is using KDE's interfaces for inhibition or the fd.o one. Both are supported.
my point is that this should work out of the box, to keep a good perception of linux desktop. i'll add your comments to the vlc issue page.
even then, recommending people to disable power management for the entire X server can hardly be called a good solution...
my solution disables screensaver, monitor autoturning off is still there!
